Matthew R. Hughes
Prior to founding MRH Solutions, LLC Matt Hughes spent 10 years at the Illinois Department of Transportation, most notably serving as the Director of Finance and Administration/CFO.
As Director of the Office of Finance and Administration Matt served as the agency’s Chief Financial Officer with accountability to the Secretary for the planning, development, advocacy and management of the agency’s operating and capital budgets.
In the process of getting the agency’s budget passed and enacted, he interacted routinely with members of the legislature, legislative staffers, as well as the Governor’s office and industry advocacy groups.
As Director/CFO, Matt was directly accountable to the Secretary of Transportation for the strategic development and the direction of programs to meet the fiscal, personnel and business needs of the Department statewide. With nearly 5300 employees agency-wide and 500+ in his office alone, a $2.3 Billion operating budget and $14+ Billion of both new and re-appropriating capital budget, he fostered a reputation for being an effective leader, a strategic decision maker and a respected executive amongst his peers and colleagues throughout the state.
The Office of Finance and Administration, unlike any other at IDOT, interacts daily with all other Divisions, Offices and Districts to meet the strategic objectives set forth by the Secretary.
In order to be successful, one must have an in-depth understanding of how the agency functions at all levels.
